On Thursday, November 12, 2015, the Cape Girardeau Police Department received a complaint of an impaired driver. The caller was following a vehicle that had reportedly committed several traffic violations, and the caller believed the driver was impaired. A Cape Girardeau police officer located this vehicle and stopped it near the intersection of Pacific and Good Hope. The driver was identified as James Douglas Richards of Cape Girardeau. Richards was arrested at approximately 10:30 p.m. He was transported to the Cape Girardeau Police Department, and later released with citations for the ordinance violations of driving while intoxicated and failure to drive on the right side of the roadway.
