Filing to Run for Cape Girardeau City Council in 2016

Potential candidates for Cape Girardeau City Council Wards 3, 4 and 5 will start circulating petitions in October for the April 5, 2016, election ballot.
The terms of City Council Representatives in Wards 3, 4 and 5 will expire in April 2016. Ward 3 is represented by Mr. Victor Gunn, who was elected to the City Council seat in August 2014. The current Ward 5 Council Member is Mr. Mark Lanzotti, who has been in the position since April 2008. Dr. Loretta Schneider serves as the Ward 4 Council Member. She has served on the City Council since April 2005, and previously served on the Council from April 1981 to April 1986.
Due to term limits as established by the City Charter, Mr. Lanzotti and Dr. Schneider are not eligible to run for another term as a City Council member.
To be eligible to serve on the City Council a person must be a registered voter of the city, at least 21 years of age, a resident of the city for at least two years immediately prior to the election, and a resident of their Ward for at least 90 days prior to Oct. 20, 2015.
Potential candidates for these positions must be nominated by a petition, signed by at least 50 registered voters who are eligible to vote for the proposed candidate. In the case of Council Members, this means the petition signers must be registered to vote in the individual ward from which the candidate seeks election.
Nominating petitions will be available in the City Manager’s Office, located at City Hall, 401 Independence, beginning Oct. 1, 2015. Nominated candidates may file between Oct. 20 and Nov. 17, 2015. Both the nominating petition and the acceptance of nomination form must be returned to the City Clerk at the City Manager’s Office.
If more than two candidates file for any one ward, a primary election will be held on Feb. 2, 2016, with the general election on April 5, 2016. If two or fewer candidates file for the office, the general election will be held April 5, 2016.

  • Oct. 1, 2015 – Nominating petitions available at City Hall
  • Oct. 20, 2015 – Filing period opens
  • Nov. 17, 2015 – Filing period closes
  • Nov.24, 2015 – Election notice to County Clerk for Primary Election, if needed
  • Jan. 26, 2016 – Election notice to County Clerk for General Election
  • Feb. 2, 2016 –  Primary Election, if needed
  • April 5, 2016 – General Election
  • April 12, 2016 – Special meeting must be held by this date to induct new council members into office
