A ribbon cutting ceremony at 8 a.m. on Dec. 14 will mark the opening of Veterans Memorial Drive Phase 1 in Cape Girardeau. Veterans Memorial Drive Phase 1 is an arterial street connecting County Roads 618 and 620 to LaSalle Avenue, improving connection to U.S. Highway 61.
Organizations financially responsible for the project include the City of Cape Girardeau, Missouri Highways and Transportation Commission and U.S. Government. The Missouri Highways and Transportation Commission provided 100 percent of eligible costs up to $1.2 million for project preparation, including engineering plans, utility relocation, acquisition of right-of-way, improvements on Commission right-of-way, and construction inspection. The U.S. Government provided 80 percent, or up to $1,104,522, through the Surface Transportation Program’s(STP) Urban Fund balance available to the City. To use the STP-Urban program funds, the City was required to match 20 percent, or $276,130. Actual costs and payment responsibilities will be available when the project is finalized in the coming months.
Design and construction inspection services were contracted to Koehler Engineering and Land Surveying, Inc. Construction was completed by Lappe Cement Finishing, Inc. Road construction began in October 2011, and the project reached substantial completion on Dec. 9, 2012.
Much of Phase 1 traverses land owned by Southeast Missouri State University. The City of Cape Girardeau at a press conference on Dec. 12 announced intention to purchase nearly 250 acres of this land for future economic development.
