Transportation Priorities from Public Meetings: Sidewalks, Street Repairs, Lights

The results are in!  Priorities revealed from two interactive public meetings on the Transportation Trust Fund-5 projects include sidewalks, street repair/renovation, and lighting.

The Transportation Trust Fund (TTF) is a transportation sales tax (0.5%; a half-cent per dollar spent) approved by voters of Cape Girardeau every five years since 1995. All TTF revenue goes into a fund solely used to complete identified transportation improvement projects. TTF projects are funded on a “pay-as-you-go” basis, so no money is borrowed to fund the projects. A list of projects for the next TTF initiative (TTF-5) will be based off of critical needs and what is most important to the public.

The City hosted two public meetings in late February and early March. At those meetings, citizens were asked how they would spend $20 million in pretend “Cape Cash” on eight proposed projects and four maintenance categories including asphalt overlay, concrete repair, streetlights, and sidewalks. The total cost of all the options was almost $24 million – obviously more than each citizen had to spend.

“We wanted the public to be fiscally constrained and experience the difficult decisions the City Council and administration face daily,” said Assistant City Manager-Development Services Molly Hood. “Everyone would love to complete every project on the list and address all the maintenance and repair issues, but there simply is not enough revenue to fund everything.”

Some key results from the public meetings:

  • 38 citizens participated, not counting employees and City Council members.
  • Of the total Cape Cash spent by the public, 51.5% was spent on specific projects and 48.5% was spent on repair/maintenance items.
  • Based on the amount of Cape Cash spent on each project and weighting for the cost of each project, the project rankings are below. There were three ties:

TTF-Public-Preferences
The City Council will now have the task of taking the received public input, the recommendations of the TTF-5 Subcommittee, and any other related information, to determine the final TTF-5 project list.  Voters will be asked to extend the TTF tax again in August 2015 to fund the chosen improvements.
