Two years ago, the City Council approved a residential rental licensing requiring landlords to provide 24 housing essentials including everything from a working toilet to smoke detectors, even a kitchen sink. Unfortunately for some renters, those fundamentals haven’t always been provided.
Scheduled compliance inspections of rental units starts in September. Inspections will be limited specifically to the items on the 24-point list below.
“Our focus is on the health and safety of our residents,” said Building and Code Enforcement Manager Anna Kangas of the Development Services Department at City Hall. “All of our residents should have the essentials in their homes such as safe electrical, heat, sanitary systems and access to clean water for bathing and cooking.”
There will be no charge to the tenants from the City, and no charge to the property owner for the initial compliance inspection of a rental unit. City officials hope to inspect 3,000 rental properties in the city over a 3-year period while still responding to requests and other issues. More information about the process is below.
The Residential Rental Licensing Program helps ensure that rental dwellings are kept clean, sanitary, fit for human occupancy and comply with all applicable legal requirements of the state and the City. Compliance Inspection Checklist
- Must have proper functioning smoke alarm installed in each bedroom, in the common hallway outside of bedrooms, and on each floor level including the basement.
- Must exhibit no evidence of pest infestation.
- All windows and doors must be maintained in good condition and function properly.
- Kitchen faucet, sink, and drains must be maintained in good condition and function properly.
- Kitchen area must have cabinets and/or shelves for storage.
- Must have adequate space and hookups for stove and refrigerator.
- Bathroom faucet, lavatory, and drains must be maintained in good condition and function properly.
- Bathtub/shower faucet and drains must be maintained in good condition and function properly.
- Toilet must be securely fastened to floor, maintained in good condition and function properly.
- Plumbing system must be maintained in good condition and function properly.
- Electrical service panel, switch, receptacle, and junction box covers must be in place.
- There can be no exposed electrical wiring connections.
- There must be exterior lighting fixtures installed at entrances and exits.
- Electrical system must be safe, compliant, and function properly.
- There must be a securely fastened handrail installed on steps with four or more risers.
- There must be securely fastened guards installed on landings more than 30-inches high.
- With limited exceptions, bedrooms must have approved emergency egress doors or windows leading directly to the outside with a minimum clear opening of 24-inches high and 30-inches wide.
- Exhaust fans and dryers must be ventilated to the outside.
- Furnished appliances must function properly.
- There must be an approved and properly functioning heating system.
- Rental unit must be maintained in a clean and sanitary condition.
- Interior ceilings, walls, floors, and stairs must be maintained in good condition.
- Exterior roof, walls, foundation, decks, porches, and steps must be maintained in good condition.
- Rental unit must be structurally sound and safe to occupy.
Compliance Inspection Process
To stay on schedule, the landlord will be mailed notice of the compliance inspection approximately 30-days prior to the date of the inspection. They can reschedule once, for a day within two weeks of the original appointment. The landlord or authorized agent will be present during the inspection and receive a certificate at the conclusion. If violations are identified, a date and time for another inspection will be scheduled at the conclusion of the initial inspection. Additional inspections may be scheduled by the inspector based on discovery of non-compliant rental units and/or complaints made to our office. More about this is posted on our website.
